Notice: China-bound Passengers via Specific Countries to Conduct Nucleic Acid Tests Before Boarding

To ensure the health and safety of international travel and reduce the risk of cross-border spread of COVID-19, in accordance with the requirement of the Civil Aviation Administration of China, the General Administration of Customs of China and the Ministry of Foreign Affairs of China, all the China-bound passengers are required to obtain COVID-19 negative certificate before boarding, and some countries (click to view the list, hereinafter refered to as specific countries) have implemented the measures. The relevant matters are hereby notified as follows:

1. China-bound passenger from Guyana via specific countries by commercial flights, is required to take a nucleic acid test for COVID-19 within 72 hours (3 days) before boarding the connecting flight in those countries. The Chinese Embassy in Guyana has designated the National Public Reference Laboratory as the specifice test institution and only reports issued by this institution will be accepted by the Embassy.

2.The passenger shall file application with the Chinese Embassy by filling in and signing the Health Declaration Form (please see the Appendix) and is required to send a scanned copy of the signed Form, together with the Nucleic Acid Test Certificate (with negative result) and a photocopy of the bio-page of the passport to the Chinese Embassy by e-mail (chinaguyana@yahoo.com) of the Chinese Embassy. Please be kindly reminded that repeated application will run the risk of getting blacklisted by the e-mail system as junk mail and thus rejected.

To speed up the process, please use "HS+Passenger name+Date of Departure (YYYY/MM/DD)+Cell Phone Number" as subject of your e-mail, e.g. "HS+Karen Laurent+20200920+592-1234567".

3. Certified Health Declaration Form with a validity period of 72 hours (3 days) starting from the time of issue of the Nucleic Acid Test Certificate (with negative result) shall be issued by the Chinese Embassy and will be sent back to the passenger with the Embassy's stamp on the form by e-mail. Please be noted that it shall take about 1 working day for verification.

4. Passenger shall be required to present the print-out valid certified Health Declaration Form during check-in and/or boarding the flight, in cooperation with airlines staff. Please be noted that passenger with expired Health Declaration Form will not be allowed boarding and will be required to take a nucleic acid test and apply for the Health Declaration Form again.

5. Passenger is advised to bring the Nucleic Acid Test Certificate (with negative result) to the airport in case of need for further inspection.

6.It is requested that passenger shall follow relative laws and regulations and provide genuine and effective Nucleic Acid Test Certificate. Those who provide fake certificates shall take legal responsibility accordingly.

7.Please also be noted that a certified Health Declaration Form is not a prerequisite for a Chinese visa, and vice versa.

8.If there is plan for a chartered flight or special flight from Guyana to China, please contact the Chinese Embassy in Guyana for the related issues.

9.The Chinese Embassy has been taking comprehensive assessment of the feasibility on implementation of these measures in Guyana, and will inform the public timely when the measures are to be implemented in Guyana. If the measures are conducted in Guyana, passenger bound for China will be required to present the negative certificate before boarding in Guyana, not just in the specific countries during transit like now.
